V.D.O.C. Step Down Program

This 2016 documentary created by the Virginia Department of Corrections looks at Red Onion State Prison’s Step Down Program. The Step Down Program is used for long term segregation inmates and is intended to be a pathway back into general population for these inmates. Recently the program has revived a lot of criticism in the press. Critics believe the program is nothing more than a way to keep inmates in segregation indefinitely.
